Sales Dropped from Paypal because buyers can'T choose their Country

I found this bug recently in Paypal's "Subscription Checkout page". I confirmed that this bug is affecting all paypal merchants at this time who are selling subscriptions via paypal (checkout page works good for "one time purchases" ) Okay, what happens is : If you are selling a subscription, and you divert your customer to paypal's checkout page then buyer is unable to choose his country from the "country drop down" (paypal asks country in "Enter Credit Card details" form during checkout process) As soon as buyer chooses his country, paypal RELOADS the page. And after reload the country of MERCHANT instead gets selected in the Country dropdown instead of the country that buyer selected. Buyer is never able to choose his country and hence unable to enter his credit card details and abondons the cart Update : peterhoa reported that same error occurs with "Email Invoice to your Customer" feature of Paypal To verify if this bug happens only on my computer or with my website, i performed following tests : - Tried using paypal's checkout page from 4 different computers (2 from India and 3 from USA). One of the computer already had cookies of Paypal stored with them. But other computers (actually dedicated servers) never had paypal cookie stored on them. This verifies that this problem happens on all computers I went through some recent posts on this forum and didnt found anyone discussing it. Anyone else facing same bug?

Can anyone from Paypal please confirm whether Paypal Team acknowledges this bug.. and whether they are working on fixing this critical bug? we have already removed Paypal from our "payment modes list". And feel other sellers who sell subscriptions on their website are doing the same. Any idea what is the priority of this bug's fix? and Expected time when its supposed to finish?

Wait... the bug is back for me. It was fixed for a few days, but the bug has returned for the past 12 hours or so. No one can select their own country, hence signup have dropped to zero. I can see many people begin the signup process, but no one completes it, because they cannot choose their own country.

Hi Chuckee, Note that the problem surfaces ONLY if you are selling a subscription thru paypal, And do not already have a paypal account and opted for the option "i don't have paypal account.. and will pay through credit card" in paypal. I tried above 3 checkout pages from 4 different computers located diversely on different locations. Can you please share your checkout page's URL which takes customer to paypal? Also, does ANY ONE of the above 3 checkout pages work good on your side (if you test my website's checkout page then choose subscription package of 1-month, 3-month or 1-year. Other packages like 1-day and 1-week are not subscriptions, they are one-time payments) Thanks in Advance! : )

I will try calling Paypal at their phone number in 5hrs from now.. Their phone hours will start in 5hrs from now. Has anyone heard anything from Paypal on this issue? on phone or forum or email?

I am having this issue as well. Customer from Canada wants to purchase a subscription from our service in the US. They cannot do it. I called PayPal earlier in the day and they said they haven't heard of it...tried to blame it on the user....but I was able to re-create the problem.
I am wondering if there is a better way to set up the subscription code so this doesnt happen, or if there is a setting within my profile I have set incorrectly, but it seems according to this post that it is a bug on PayPals end. Ill call them again tomorrow to followup and alert them others are having this problem as well.

I submitted a ticket to Merchant Technical Support and they said that they are aware of the problem, and are working on it, but don't have an estimated date as to when it will be fixed. The call center staff often don't know what is actually going on in behind the scenes. In the meantime I have switched away from PayPal.

Note that this bug is not just about subscriptions. It also happens if you use their invoicing tool and email a PayPal invoice to a customer in a different country from your own. We rely heavily on the invoicing tool and given 95% of our customers are outside my own country (Australia) it's had a massive impact on our business. Once a customer tries to pay and ends up in an infinite loop with the country constantly changing to that of the merchant they usually give up. It's staggering that PayPal has not fixed this most basic payment issue immediately. I contacted support when I received the first customer complaint about five days ago and PayPal support already knew about the error but could not provide an estimated time to fix it. Clearly PayPal cannot be relied upon to provide a stable payments system.
