Additional Details:

We believe the following 2 issues affecting website payments standard began after our last site update on May 15th, 2008.

1) For subscription signups, when trying to enter billing information users
are not be able to change the country on the billing page.

2) For merchants using "handling_cart" parameter with PayPal Shopping
Cart buttons handling amount is not charged.

This issue is now resolved.
